I have a friend whom i attend school with. ?

he is an international student with an f1 visa. recently he got employed at our university and received an ss card with the line "valid for work with DHS authorization". does this mean that he can only work on campus? and if he does work off campus will it wave any red flags at the ss office and ruin his status?
